Prioritise homepage content to align with top 10 Dev Proxy developer scenarios

Homepage use cases and quick-start cards were ordered arbitrarily. Reorders them by reach × pain and adds the missing AI/LLM scenario.

Reordered and updated to reflect priority:

Quick-start scenario cards

Reordered to match: Mocking → Error handling → LLM failures → Rate limiting → CI/CD → API discovery. Replaced "Check my Microsoft Graph permissions" (niche, #8 priority) with "Simulate rate limiting responses" (#4 priority).
