Was trying to troubleshoot a GitHub Action the other day and using this outside of CI was a humongous pain. This is my attempt at re-writing the validator to make testing pieces of it far easier to do.
PRing this because I'm not actually sure what the best way is to check and make sure these changes work with the actual GitHub Action, so I don't know if I broke any critical functionality.
