Introduce pack-level default_fail_non_2xx config and update NetboxHTTPAction plus action templates/YAML so fail_non_2xx can be controlled globally while still allowing explicit per-action overrides.

Add a pack-level configuration option to control whether NetBox actions should fail when NetBox returns a non-2xx HTTP status, while keeping the existing per-action fail_non_2xx parameter as an explicit override.
